Instructions

1. Basecoat banners in white paint if not already white.
2. Paint desired Neon color.

1. Draw out a design on your party hats.
2. Paint desired colors.

Wall Decor

1. Roll out and cut your desired length of craft paper
2. Splatter paint onto paper with desired colors and let dry.
3. Hang up on wall before the party starts!
4. For the best and brightest glow, use a blacklight to see your craft come to life!
