Instructions
- Basecoat heart surfaces with black paint and let dry.
- Outline with your pencil different sections of the heart that you want to define with your paint.
- Paint hearts with desired Neon colors. Let dry between coats.
- Accent shapes with permanent marker as shown.
- For the best and brightest glow, use a blacklight to see your craft come to life!
